Abstract
Research and activities in the field of Bio/Medical technology and sciences have various uncertainties including risks and benefits. There is little disagreement that efforts to secure "bioethics" and "safety" in the conduct of such research and activities are required. However, it is difficult to reach a consensus on the discussion of what "bioethics" and "safety" are and how we can secure them. As Bioethics and Safety Act stipulates the apparent status and role of the institutional bioethics committee, the committee enables to play a important role in ensuring bioethics and safety at the institution. Self-regulation is perhaps a natural and reasonable way which respects the characteristics of the discipline as regulation tool in rapidly growing scientific area. However, "self-regulation" requires much attention, effort, and time-based experience in order to be honest and fulfill its role. Therefore, it is important to establish self-regulation through stable operation of institutional committee, and proper management and policy support is required for this goal.
